1 (4 pound) whole chicken, cut into pieces
3 tablespoons all-purpose flour
2 teaspoons baking powder
1 teaspoon baking soda
2 teaspoons baking powder
2 tablespoons white sugar
2 tablespoons lemon juice
1 tablespoon lemon zest
1/4 teaspoon salt
1 cup milk
1 cup chicken broth
1 cup chopped onion
Slice chicken pieces and place them in a large saucepan with enough water to cover. Bring to a boil, then reduce heat and simmer 30 minutes, stirring occasionally. Remove from heat, cover and let cool completely.
Place chicken pieces in a large bowl. Stir together flour, baking powder, baking soda, baking powder, sugar, lemon juice and lemon zest. Add chicken pieces, stir until coated and pour sauce over chicken pieces.
Cover pan and simmer 15 minutes, stirring occasionally. Remove from heat. Let chicken cool completely, then dip into broth, reserving 1/2 cup. Pour over chicken pieces and sprinkle with onion. Let cool completely.
