2 cups whole wheat flour
1 cup white sugar
1 teaspoon salt
2 teaspoons baking powder
1/2 cup packed light brown sugar
1/4 cup lemon juice
1/4 teaspoon vanilla extract
6 tablespoons lemon juice
3 tablespoons lemon zest
Preheat oven to 350 degrees F (175 degrees C). Spray or oil a 9x13 inch pan with nonstick cooking spray.
In a medium bowl, mix whole wheat flour, white sugar, salt, brown sugar and lemon juice. Press brown sugar mixture evenly into the bottom of the prepared pan. Spread half the lemon zest over bread layer.
Bake at 350 degrees F (175 degrees C) for 45 minutes.
