4 tablespoons all-purpose flour
1 cup white sugar
1 1/2 tablespoons baking powder
1/8 teaspoon salt
1 tablespoon vegetable oil
1 cup margarine, melted
2 tablespoon light brown sugar
Preheat oven to 350 degrees F (175 degrees C).
In a large bowl, mix together flour, sugar, baking powder and salt. Roll the shortening out into a smooth paste. Roll the flour mixture into small pieces. Spread on the bottom of a 9x13 inch baking pan.
Bake in preheated oven for 25 minutes.
During this time, spread brown sugar over the dough and spread on top of brown sugar.
Remove the baked cookies from the oven and spread frosting over them, arranged dollop by spoon on the bottom of the baking pan.
Bake for an additional 15 minutes.
