8 steaks
1 cup chopped red onion
1 cup chopped green bell pepper
1 cup chopped celery
6 fluid ounces water
4 slices Cheddar cheese
Preheat oven to 350 degrees F (175 degrees C). Place bell pepper and red onion in a line.
In a medium bowl, mix together the water, meat, celery, and green pepper. Pour mixture into steaks.
Bake steaks uncovered at 350 degrees F (175 degrees C) for 1 hour. Turn steaks over on a rolling surface to cool slightly.
Assemble steaks: Top steaks with cheese. Place steaks on a baking sheet. Sprinkle with lettuce and onion.
Bake steaks at 350 degrees F (175 degrees C) for 10 hours or until steak is tender and is not browned.
