2 quarts water
2 pounds medium cabbage
1 1/2 cups minced celery
1/2 teaspoon salt
1/2 teaspoon ground black pepper
2 1/4 cups all-purpose flour
2 tablespoons butter
2 tablespoons Worcestershire sauce
1 teaspoon garlic salt
In a medium bowl, combine water, cabbage, celery, salt, pepper and flour; blend well. Divide mixture into six large portions. Place filling in center of each cabbage.
Heat oven to 350 degrees F (175 degrees C).
Bake in preheated oven until tender, about 40 minutes. Drain excess water from meat.
Meanwhile, in a medium saucepan, heat butter, Worcestershire sauce, garlic salt and potato starch, stirring once or twice. Spread mixture over meat and vegetables.
Bake uncovered in preheated oven for 1 hour. Reduce heat to 325 degrees F (175 degrees C) and continue to bake until cabbage is tender, about 25 to 30 minutes.
