1 pound dried mashed potatoes
1 teaspoon salt
1 tablespoon ground black pepper
Preheat oven to 350 degrees F (175 degrees C).
Melt potatoes in oven in a medium saucepan. Add salt and black pepper. Continue to cook until potatoes start to turn translucent. Remove from heat and stir in water to loosen. Pour into a 9x13 inch baking dish. Sprinkle potatoes with salt and pepper. Arrange tomatoes on top.
Bake 30 minutes or until potatoes and carrots are golden and potatoes are tender.
