In a medium bowl, stir together cream cheese, cream cheese, Ranch-style dressing mix, and oranges, celery, carrots, garlic, salt, and pepper.
In a large bowl, whisk together water, 1 tablespoon chopped ginger, 1 teaspoon lime juice, 2 cups coconut milk, 1/2 teaspoon salt, 1/2 cup vinegar, 1/2 teaspoon rosemary, 1/2 cup vinegar, 1/2 teaspoon salt, and 1/2 cup curry powder. Pour into cooled liquid mixture, whisking constantly, and refrigerate until ready to serve.
