1 pound lean ground beef
1 cup chopped onion
1 cup chopped green bell pepper
1 cup chopped celery
3/4 cup chopped green bell pepper
1 cup chopped onion

2 tablespoons prepared instant rice
1/2 teaspoon salt
1/2 teaspoon garlic powder
2 tablespoons dried oregano
1 teaspoon dried basil
1 teaspoon dried oregano
1 teaspoon dried basil
1 teaspoon dried rosemary
1 (8 ounce) can tomato sauce
Preheat oven to 350 degrees F (175 degrees C). Brown the ground beef and onion in the skillet. Drain excess fat and set aside.
In a small bowl, mix the celery, green bell pepper, onion, bell pepper, rice, salt, garlic powder, oregano, basil, oregano, basil, rosemary and tomato sauce. Mix well and transfer to a 9x13 inch baking dish.
Bake in preheated oven for 30 minutes, or until beef filling is bubbly and meat is tender. Remove from oven and allow to cool completely.
