Spread peppers and garlic in a largeĀ saucepan over medium heat. Bring to a boil, then reduce heat to low simmer for 20 minutes, stirring occasionally. Stir in tomatoes and water, reduce heat to low, and simmer, uncovered, for 2 1/2 hours, or until all vegetables are tender.
