1 cup vegetable oil
1 cup instant powdered sugar
1/2 cup white sugar
1 egg
1 teaspoon vanilla extract
2 cups all-purpose flour
4 teaspoons baking powder
1 teaspoon baking soda
1 cup rolled oats
1 cup raisins
Heat oil in a 1 1/2 cup lightly oiled non-stick skillet over medium heat. Stir in sugar and egg. Gradually stir in vanilla, and gradually add flour, mixing just until incorporated. Stir in baking powder, baking soda and salt; mix together. Stir in soaked oats, raisins and 1 cup rolled oats. Drop by heaping spoonfuls onto prepared cookie sheets.
Bake for 12 to 15 minutes in the preheated oven, or until slightly under the cookie sheets. Allow cookies to cool on baking sheet for 3 hours, or until firm. Remove from baking sheet to cool on wire racks.
