1 cup water
2 tablespoons olive oil
1 onion, chopped
2 stalks celery, chopped
4 teaspoons dried minced onion
1 teaspoon dried oregano
1 teaspoon dried rosemary
1 dash ground white pepper
1 pound bay leaf
1 1/2 cups all-purpose flour
1/2 cup white sugar
Combine water, olive oil, onion, celery and oregano in large saucepan; bring to a boil.
Add water, olive oil, onion, celery and oregano to saucepan; boil over medium heat, stirring constantly, for 15 minutes.
Pour into a 6 quart casserole dish and sprinkle with flour. Pour into dish and top with sugar.
Bake in preheated 350 degrees F (175 degrees C) oven for 45 minutes.
