1/2 cup ketchup
2 tablespoons Worcestershire sauce
1 cup mayonnaise
2 tablespoons prepared horseradish
1 tablespoon prepared horseradish
1 tablespoon lemon juice
1 tablespoon vinegar
1 tablespoon brown sugar
1/2 teaspoon lemon zest
1/8 teaspoon crushed red pepper flakes
In a mixing bowl, mix ketchup, Worcestershire sauce, mayonnaise, horseradish, horseradish, lemon juice, vinegar, brown sugar and lemon zest. Cover and refrigerate for at least 3 hours.
Preheat oven to 350 degrees F (175 degrees C). Drain liquid from brown sugar. Stir in lemon zest and mix well.
Preheat oven to 350 degrees F (175 degrees C). Spread 1/2 cup or the brown sugar mixture into the center of a 9 x 13 inch baking pan. Spoon horseradish mixture over brown sugar crust. Sprinkle with lemon zest and crushed red pepper flakes.
Bake in preheated oven for 30 minutes. Reduce heat to 350 degrees F (175 degrees C). Bake for 5 more minutes. Cool for 10 minutes, then remove from oven. Pour horseradish mixture over all.
