2 teaspoons vanilla extract

1 teaspoon baking powder
1 teaspoon baking soda

1 teaspoon lemon zest
Preheat the oven to 375 degrees F (190 degrees C). Place the butter mixture in a medium bowl, and beat with an electric mixer 8 minutes. Whisk in the sugar, then gradually pour in the milk, egg and vanilla. Mix well.
Pour the flour and baking powder into a large, shallow glass dish, and sprinkle with baking soda.
Pour the liquid from the eggs, 1/3 cup at a time, into the butter mixture. Beat on low speed until blended.
Stir the flour mixture with 2 cups sugar, milk, and vanilla extract. Mix in butter mixture until smooth. Fold in lemon zest. Pour mixture into prepared cookie sheet.
Bake for 25 to 30 minutes in the preheated oven, until a toothpick inserted into the center of the cookie comes out clean. Allow cookies to cool on the baking sheet for 5 minutes before removing to a wire rack to cool completely.
