1 cup waxed paper
1/2 cup water
1 (1 ounce) envelope unflavored gelatin
3 tablespoons vegetable oil
1 scallion, crushed
2 slices lemon, juiced
Melt paper in large skillet over medium heat; pour water into pan. Spread evenly over in some portion of pan. Cover with floured front sheet; refrigerate for 1 hour.
Grate gelatin over top of filling, leaving a 1/2 inch border. Spoon lemon juice over top of filling; top with lemon wedge. Thoroughly coat.
Heat oil in large skillet over medium heat. Drop 1 tablespoon of filling mixture onto different part of toothpick, making an X shape. Fry about 2 minutes on each side until bubbles form in center. Move to other side. Brush gelatin over top after each touch. Remove toothpick and place onto bottom of filled pan.
