It's hard to see where questions were, but the bill's author, Barbara Rabinovitch Rahein, told CNN her intent was not to use the word "neutral."
She said the language in the bill was related to the provision she was addressed in the Senate version of the bill back in August.

Rabinovitch said the language in her legislation does not change the preparation of the enemy.
