3 cups all-purpose flour

1 teaspoon baking powder
2 teaspoons baking soda

1 cup whole milk
1 (9 inch) prepared lemon pie crust

Preheat oven to 350 degrees F (175 degrees C).
In a large bowl, combine flour, salt and baking powder. Stir until all ingredients are thoroughly combined. Stir in baking soda and 1 cup of sugar; gradually stir in flour mixture, one tablespoon at a time, until all dough forms. Cut into pieces according to size, let rest for 5 minutes then turn out onto a lightly floured surface and knead 1 cup at a time until smooth, about 10 minutes.
In a large glass or metal bowl, cream butter and sugar until light and fluffy. Beat in flour mixture alternately with milk; stir until just moist. Stir in butter and water. Stir in flour mixture until mixture resembles the consistency of butter. Pour into pastry shell.
Bake in preheated oven for 11 to 15 minutes or until a knife inserted into center of pie comes out clean. Cool completely in pan on wire rack.
