Preheat oven to 425 degrees F (220 degrees C).
In a medium saucepan, combine sugar, water, and butter. Bring to a boil. Reduce heat to medium-low and cook, stirring frequently, until mixture thickens to the consistency of cream. Stir in 1/2 cup sugar, 1/2 cup milk, and 1/2 cup butter. Cook, stirring constantly, until mixture thickens to the consistency of thick syrup. Stir in 1/2 cup pecans and 1/2 cup raisins. Pour mixture into pastry shell.
In a small bowl, stir together 1/2 cup sugar, 1/2 cup milk, and 1/2 cup butter. Spread over pie, pressing down to coat.
Bake in preheated oven for 15 minutes. Cool before serving.
