1 cup butter, chilled
1/2 cup packed brown sugar
1 cup all-purpose flour
2 tablespoons milk
1 teaspoon vanilla extract
1 1/2 cups semisweet chocolate chips
Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x13 inch pan.
Dissolve butter in brown sugar.
In a medium bowl, beat together the flour, milk and vanilla. Stir into the sugar mixture, then spread evenly into the prepared pan.
Bake in preheated oven for 45 to 45 minutes, or until a toothpick inserted in the middle comes out clean. Remove from oven and allow to cool completely.
Place the chocolate chips evenly in the bottom of the prepared pan. Using a drop spoon, drizzle chocolate over the chocolate. Allow chocolate to set over the hot coals before removing from pan. Return to the oven and overturn the pan. Spread remaining chocolate over the chocolate layer. Let cool completely before removing from pan.
