Preheat oven to 325 degrees F (165 degrees C). In a large bowl, combine sugar and hot water. Stir until sugar and water separate. Separate the flour from the dry ingredients, and set aside.
In a separate bowl, stir together the eggs, 1/2 cup brown sugar, flour, and salt. Beat in the eggs, one at a time, then stir in the beaten egg mixture.
Mix the milk, whole wheat flour, and whole milk, into the egg mixture. Stir until the flour is dissolved, adding the milk slowly. In a large glass or metal mixing bowl, beat the cream cheese until creamy.
