3 cups all-purpose flour
1/2 teaspoon baking powder
1 ΒΌ teaspoons baking soda
2 teaspoons baking soda
1 1/2 teaspoons salt
1 cup milk
1 (15 ounce) can evaporated milk
1 tablespoon instant chocolate pudding mix
1 teaspoon vanilla extract
5 cups semisweet chocolate chips
Preheat oven to 350 degrees F (175 degrees C). Grease and flour 2 (9 inch) round pans.
Sift together the flour, baking powder, baking soda, baking soda, baking soda and salt. Set aside.
In a large bowl, combine the milk, evaporated milk, pudding mix, vanilla extract and chocolate chips. Beat until smooth and pour mixture into 2 or 3 9 inch round pans.
Bake in the preheated oven for 50 to 60 minutes, or until a toothpick inserted into the center of the cake comes out clean. Allow to cool completely before frosting.
