6 cups white sugar
1 cup all-purpose flour
1 teaspoon baking powder
1 teaspoon baking soda
1/4 teaspoon salt
1/4 teaspoon ground cinnamon
1/4 teaspoon ground nutmeg
1/2 cup butter, softened
3 (1 ounce) squares unsweetened chocolate
3 tablespoons lemon juice
1 cup water
3 cups white sugar
1 teaspoon vanilla extract
Preheat oven to 350 degrees F (175 degrees C). Grease cookie sheets.
In a large bowl, cream together the sugar and butter until smooth. Beat in the flour, baking powder, baking soda, salt, cinnamon, nutmeg and chocolate. Beat in lemon juice and water, mixing just until incorporated. Fold in sugar mixture. Spread mixture evenly into cookie sheet.
Bake for 9 to 11 minutes in the preheated oven. Allow cookies to cool on baking sheet for 5 minutes before removing to wire racks to cool completely.
While cookies are baking, prepare the frosting by whisking together the lemon milk and lemon zest. Beat butter into lemon frosting; spread over cooled cookies.
